One number per person

A person's allocated hours are every retainer tier they're assigned to, on every client, plus every project time allocation they hold. Nothing is counted twice and nothing is typed in twice — the total is only ever the sum of the lines beneath it.

Under, at, over

At capacity means exactly that: allocated hours equal to available hours, to the nearest fraction. Anything below is under, with the spare hours shown; anything above is over, with the excess shown. Over capacity is the one state the page shouts about, because it's the only one that has to be fixed.

Two hats on one client

When somebody is on more than one retainer tier for the same client, their lines here are marked so the repeat can't be mistaken for a duplicate row. The hours are genuinely separate — one lot for the Director work, one for the Manager work — and both count towards their week.

What's still to assign

The figure at the top counts hours sold to clients that nobody is down to do: unstaffed tier budgets and unallocated project allowance, added up across every client. It's the queue this page exists to empty, and the Clients page is where you empty it.

Somebody with no capacity set

A person whose available hours are still zero is treated as over capacity the moment they are allocated anything, which is the honest answer: nothing has been agreed for them to spend.
